Maycroft Cup 2016 Sailing Instructions

RULES:   This regatta will be governed by The Racing Rules of Sailing 2013 – 2016 including US Sailing Prescriptions and the General Conditions and Rules of ELIYA (www.elisailing.org) except as altered by these Sailing Instructions.  All boats not equipped with life lines shall be required to have its crew wear personal floatation devises at all times during the race.

 

ELIGIBILITY:  Only self-righting sailboats with self-bailing cockpits shall be allowed to enter this regatta.  

 

ENTRY:  Entries will be accepted and assigned to divisions at the sole discretion of the Race Committee. A current PHRF-ELI Certificate is required and must accompany your entry.  Otherwise, a day rating may be assigned to you at the sole discretion of the Race Committee.

START: The Starting Area will be at the leeward end of Shelter Island Sound between the Yellow Flag on the Race Committee Boat and the Pin Mark.  Boats whose Warning Signal has not been made shall keep clear of the Starting Area and of all boats whose Warning Signal has been made.  The Race Committee may take action to disqualify any boat infringing this rule.  

 

CHECK-IN:  All boats entered in this race must check-in with the Race Committee Boat, on the side of the Race Committee Boat opposite the Starting Line, prior to the Start of the race.  

 

TIME OF START:  See the Course Board on the side of the Race Committee Boat for starting information.  Races will be started using the following procedure for each Division.  The first Warning Signal will be made at 12:30PM unless a Postponement is necessary.  It is intended that the Warning Signal for a Division will be made simultaneously with the Start Signal for the previous Division, however, this may be changed if necessary.  Division starts may be combined if necessary.

COURSES:  A Course Board will be visible on the side of the Race Committee Boat opposite the starting line to indicate the course for each division.  Courses will be chosen from those listed on the last page of these Sailing Instructions.

 

RECALLS:  Individual Recalls will be signaled by the display of flag “X” with one horn signal.  General Recalls will be signaled by the display of the “First Substitute” flag with two horn signals and procedures shall be as specified in Rule 29.2.  Subsequent division’s starts shall be delayed accordingly.  The Race Committee will attempt to identify early starters by sail number and / or boat name over VHF Channel 72. Failure of a boat to see or hear her recall signal or hail shall not relieve her of her obligation to start correctly and shall not be a subject of protest or appeal.

 

STANDOFF BUOY:  A Standoff Buoy may be used by the Race Committee Boat and will be considered an extension of the Race Committee Boat.  A boat passing between it and the Race Committee Boat must restart by rounding either end of the Starting Line to cross the Starting Line in a proper manner.  Boats touching the Standoff Buoy are considered to have touched a starting mark and shall comply with Rules 31, 44.1 and 44.2.  
         
FINISH: The Finish Line will be between the Yellow Flag on the Race Committee Boat and the Sag Harbor Breakwater (3SH).  In the event of a shortened course, the Finish Line will either be between the Yellow Flag on the Race Committee Boat and a turning mark to be indicated by a Race Committee boat or the “Possible Shortened Course Finish Line” described at the top of the last page of these instructions under “Notes”.

 

TIME LIMIT:  At least one boat in each division must finish the race within 4 hours from their Start or there will be no race for that division.  Boats finishing after 5:30PM will be scored DNF.  If a Race Committee boat is not on station at the finish line, a boat finishing shall take her own finish time, preferably GPS time and report it to the Race Committee as soon as possible after her finish.

 

COMMUNICATIONS:  The Race Committee will monitor VHF Channel 72.

 

BOATS WITHDRAWING:  Any boat withdrawing from this race, MUST contact the Race Committee either over VHF Channel 72 or by telephone at 631-725-0567.

 

SCORING:  2016 ELIYA TCF formula will be used for time-on-time scoring.

 

PENALTIES:  The US Sailing penalty system employing the 720-degree turn will apply.

 

PROTESTS:  Boats planning on protesting, must notify the RC boat at their finish.  They must also turn in a completed Protest Form to the RC within 1 hour after the RC Boat docks back at SHYC.

 

TROPHIES:  Trophies will be awarded for 1st, 2nd & 3rd Place finishers in each division.               
Overall Winners in Spinnaker and Non-Spinnaker divisions will have their name engraved on the Perpetual Trophies on display in the Sag Harbor Yacht Club Clubhouse.

 

CAPTAIN’S RESPONSIBILITY:  It is each Captain’s responsibility to know and safely navigate the racecourse and the surrounding waters and to ensure that their boat is adequately crewed during this race.  Each Captain is responsible for the actions of their crew and guests and in the event of a serious breach of sportsmanship or conduct the Captain and / or respective boat owner may be subject to disqualification.
